SŽDC reorganization: The decrease in the number of the organization units brings about substantial savings and enhances the system performance
Prague, 9 December 2011 – the new structure will create conditions for merging functions, which represent the core of rail operation, and for ensuring the operability at the level of SŽDC´s organization units, the merger of the Regional Infrastructure Administrations and the Regional Operating Centres (under SŽDC as at 1.9.2011). This step shall complete the project of „live infrastructure“ at the level of SŽDC´s organization units.
The Regional Infrastructure Administrations and the Civil Engineering Administration are SŽDC´s organization units whose principal function is to fully ensure administration, maintenance, repair (RIA), reconstruction and construction (CEA) of all the property representing the railway infrastructure and the other tangible assets that SŽDC is entitled to manage. The reorganization leads to the merger and decrease in the number of the Regional Infrastructure Administrations from the original thirteen to seven. As at 1 January 2012 there will be two Civil Engineering Administrations instead of three. By merging and integrating the organization units, RIA´s new area will come close to the administration districts of NUTS 2. Other positive aspects of the new structure are the centralization of the economics and cross-sectional functions, savings of wage costs and the anticipated savings of up to 500 members of staff in the first half of 2012. The newly established Civil Engineering Administrations will present the same organization structure.

Within the new Regional Infrastructure Administrations (as at 1 January 2012) there will be a merger of the Building and housing economy district, Tunnel and Bridge District and Electric traction and electrical engineering district. This one afore-mentioned district will be set up at each newly established RIA. As at 1 March 2012, the number and the scope of operations of the Permanent way districts and the Signalling and communication districts will be assessed and modifications shall be applied to them.
There will be no changes in terms of the factual scope of RIA´s operations.
2003 – SŽDC established pursuant to Act No. 77/2002, on the Transformation of Czech Railways, state organization
2004 – As at 1.1.2004, the Civil Engineering Administrations were transferred to SŽDC, assigned the task to ensure the preparation and the implementation of railway infrastructure investments.
2008 – As at 1.7.2008, the Regional Infrastructure Administrations were transferred to SŽDC, assigned the task to fully ensure the operability of the railway infrastructure pursuant to § 2 Railway Act No. 266/1994 Coll. SŽDC´s currently valid organization structure presents thirteen Regional Infrastructure Administrations (Brno, České Budějovice, Hradec Králové, Jihlava, Karlovy Vary, Liberec, Olomouc, Ostrava, Pardubice, Pilsen, Prague, Ústí nad Labem and Zlín) and three Civil Engineering Administrations (Olomouc, Pilsen and Prague). The internal organizational structure of the Civil Engineering Administrations and of the Regional Infrastructure Administrations, including their operations has not been affected by any significant changes since the transfer to SŽDC (except for the changes in the staff number). At first, it was important that RIA´s operations within SŽDC´s new structure „become settled“; then the transfer of ČD´s organization units and operations related to the so-called „live infrastructure“ were awaited on the grounds that the RIA´s structure will be dealt with in a complex way within SŽDC´s new organizational structure. The current Civil Engineering Administrations show a different internal organizational structure and the scope of operations is not uniform with the scope of operations of the Regional Infrastructure Administrations. The structural content of the operations of those three Civil Engineering Administrations is basically identical, only the Civil Engineering Administration Prague (unlike the others) deals network-wide with basic technological works of GSM-R and ETCS.
2011 – At present, after the consolidation and SŽDC´s organization units becoming settled and after the live infrastructure was established (as at 1. 9. 2011), it is possible to deal with individual changes related to SŽDC´s internal organizational structure.
